CIA's Chief Learning Officer to Speak at Mount About Our Nation's Greatest Threats

Gartin, chief learning officer of the Central Intelligence Agency (CIA), will speak at Mount St. Mary’s University on April 4 about the greatest threats facing the United States. The talk, scheduled for 7 p.m. in Laughlin Auditorium, is part of the annual Delaney Dinner and Lecture Series hosted by the Mount’s Criminal Justice Student Association (CJSA). 

Gartin, a member of the Council on Foreign Relations, leads the CIA’s integrated professional learning and development programs that are aimed at improving employee and organizational performance. Since joining the CIA in 1986, Gartin has served in a variety of leadership and analytic positions with the CIA and the Office of the Director of National Intelligence.  Prior to becoming chief learning officer in December 2017, he served for nearly three years as dean of the Sherman Kent School for Intelligence Analysis in CIA’s Directorate of Analysis, delivering analytic training programs for the CIA and intelligence community.

Previous assignments included vice chairman, National Intelligence Council; director for leadership, diversity, and language programs, Directorate of Analysis; assistant deputy Director of national intelligence for the President’s Daily Briefing; and director of Asian Pacific, Latin American and African analysis.

Gartin is the recipient of the National Intelligence Distinguished Service Medal and the National Intelligence Superior Service Medal.   

The Delaney Lecture is designed to encourage knowledge, proficiency, efficiency and ethical standards in criminal justice, intelligence and fire officer professions. It is named in honor of Fr. James T. Delaney, a faculty member in psychology and sociology who founded and directed the criminal justice studies program at the Mount in the early 1990s.
